But in order to build web pages like that…you usually need a team of people.

go do a web design school and learne how to code in xhtml and php. the rest is your own imagination
if you are a beginner but with high expectation use can use Dream Weaver MX2004, OR Dream Weaver CS. both of very common use software for web designing. at the beginning you do not need to know much about HTML, CSS ad etc, you can use the “design” mode and play with graphics than the codes. later on for complicated functions in websites you can go and learn some programming languages in basic
